Functional Breakout Sessions

An important part of the Symposium agenda are the Functional Breakout sessions. These intense, subject specific sessions are offered on four occasions throughout the Symposium and offer attendees a more intimate and hands-on experience of the topic.  These sessions provide attendees the opportunity to meet with presenters personally and to get their questions answered and comments heard.


1.  Defense Transportation Coordination Initiative (DTCI)
Moderator:  Col Jim Lovell, USAF, DTCI Program Manager, USTRANSCOM

DESCRIPTION
This session will provide an overview and the latest update of the Defense Transportation Coordination Initiative.  Participants will hear discussions from the Program Management Office on implementation, processes and procedures of DTCI.  Also included will be the winning Coordinator who will provide information and address any questions.


2.  Continuous Process Improvement and Lean Six Sigma
Moderator:  Mr. Jim Coe, SDDC G5

DESCRIPTION: 
Come join a panel of business process improvement experts from SDDC, Army Materiel Command and industry who will discuss Business Transformation and Lean Six Sigma from both Army and Industry perspectives.  Following the presentation, a panel-guided group discussion on Business Process Improvement and Lean Six Sigma will be held.  See how the Army is integrating Lean Six Sigma into its processes and how our industry partners use Lean Six Sigma to transform their business processes.  The panel of three experts will then respond to audience questions.


3.  Supporting Those Who Serve with their Commercial Travel Needs
Moderator:  Ms. Andrea Carlock, OSD

DESCRIPTION:  
The Defense Travel Management Office (DTMO) has responsibility for Department of Defense commercial travel management, travel policy and implementation, travel card management, travel guidance and procedures, the Federal Rental Car and Rental Truck programs, and functional oversight of the Defense Travel System. As the focal point for DOD worldwide commercial travel office (CTO) support services, this session will provide an update on the implementation of new travel services support contracts and other DTMO commercial travel program initiatives. The presentations will complement booth demonstrations on the exhibit floor.


4.  Government Travel Card Program Overview

DESCRIPTION: 
Information will be provided on the latest changes with the Department of Defense Travel Charge Card Program.  Discussions will include an overview of the Travel Charge Card Program, Office Management and Budget Metrics on Government-wide goals for both Centrally Billed Accounts and Individually Billed Accounts.  We will also discuss basic information on the Charge Card transition, and a question and answer period will follow.


5.  Overview of the Defense Personal Property System (DPS)
Moderator:  CDR Thomas Blackburn/Mr. Ralph Meacham, USTRANSCOM

DESCRIPTION: 
If you want to learn the most up-to-date information available on the most innovative automated program being developed in support of the movement of personal property for the Warfighter and his family, you need to attend this session.  We will present an overview of the DPS Phase II Modules roll out, transportation office sites roll-out plan, and current program updates.  Additionally, there will be a Tack-On for May 1, 2008, offering training on the Phase II Modules (counseling, self counseling, shipment management, both electronic billing and payment, and the use of PowerTrack).  Tack-on times will be 8 a.m.-11:30 a.m. and 1 p.m.-4 p.m.


6.  Government Ethics
Moderator:  Ms. Debbie Muldoon, SDDC SJA

DESCRIPTION: 
This session is designed to educate both SDDC employees and
government contractors about the ethical rules that apply to the
relationships between SDDC and its industry partners. Using an interactive
question and answer format, the session will focus on rules surrounding
giving and acceptance of gifts, post-government employment do's and don'ts,
conflicts of interest, political activities, and other timely ethics topics.
The session will provide an update of current ethics rules, and share real
examples of ethical failures.  Government industry partners are encouraged
to attend and participate in discussions.


7. Global Air/Water Transportation Execution System (GATES/WPS)
Moderator:  Maj Lori Winn, AMC

DESCRIPTION:
This session will provide an overview of the GATES Training and
Implementation of Phase I of the Worldwide Port System convergence into
GATES. Phase I functionality will include the replacement of the CONUS and
two OCONUS regional databases, shipper's ATCMD input, HQ reports, and
queries.  This convergence is a joint effort of USTRANSCOM, SDDC, and AMC
targeted for fielding in Spring 08.


8. Commercial Freight Services:  WWX, BPA Domestic Express Small Package and Int’l Air Tenders

DESCRIPTION:  
As the program manager for the Worldwide Express contract (WWX-r) AMC will discuss the contract services offered, such as provides premium transportation for freight shipments requiring expedited movement of int’l packages from one-300 lbs that require time-definite, door-to-door pickup and delivery.  Session will review the website where the rate calculator and other information can be found to include contract carrier information.  In addition, as the program manager for the BPA Domestic Express Small Package Services contract, this session will discuss the services offered, such as, provides premium transportation for domestic shipments requiring expedited delivery for next day and two-day delivery services for small packages weighing from one-150 pounds.  Website will also be discussed sharing information available.  Lastly, this session will discuss how int’l air tenders can be used for shipments exceeding 300 lbs and explain where the current tenders can be located as well as how a new tender can be requested through USTRANSCOM.


9.  Overview of the Integrated Surface Deployment Data Cleansing Tool (iSDDC Overview)

DESCRIPTION: 
This session will provide an overview of the ITV capabilities available in iSDDC. iSDDC features a user friendly, flexible tool set that provides near real-time data visibility to integrated ocean cargo, freight, personal property, Geospatial Information System (GIS) ship tracks, financial data and operational level data for container management. iSDDC's robust reporting includes highly customizable reports, search options and filters, all accessible via SDDC's Enterprise Transportation Acquisition (ETA) single sign-on.


10.  AA&E Partnership:  A Carrier & Shipper Perspective
Moderator:  Mr. Brian Rivera, SDDC G3

DESCRIPTION:  
This session will focus on the latest changes and challenges in the movement of Arms, Ammunitions and Explosives (AA&E).  You will hear discussions from AA&E carriers and commercial best practices and key trends. This session will discuss AA&E from all sides of the house, SDDC from a policy side, plus industry and shipper perspectives. Preliminary discussions with open forum to field questions and concerns in the community.  Key areas to be addressed include:
* SDDC
        - Discuss changes in regulations in past year including DDP modifications
        - Clearly define SDDC regulations for TPS shipments especially DDP and PSS
        - Getting right shipment into right vehicle size (savings can be achieved)
* Industry challenges:
        - Appointments
        - Driver clearances and credentials
        - TPS fleet capacity
        - Remote bases (deadhead)
        - Base access and gate requirements
        - Driver retention
        - What can industry do to make TPS shipping easier for DoD customer?
        - Coordination of compatible freight
* DoD shipper
- What shippers need from carriers to perform job more efficiently?
        - What is shipper experience with vehicle availability?
        - Shippers can discuss internal procedures and best practices
        - Expedited AA&E requirements


11.  Rules and Regulations with a Focus on HAZMAT and Commercial Carrier Regulations

DESCRIPTION: 
This session will focus on the latest changes to the Defense Transportation Regulation (DTR) Chapter 204 (Hazardous Materials), and Chapter 205 (Movement of Conventional AA&E, Classified (SECRET & Confidential), Sensitive and Controlled Cryptographic Items).  Our commercial partners will be interested in hearing about the Military Freight Unified Publication which combines the commercial carrier regulations for each mode into one document.  The session will also discuss the proper filing, processing/closeouts of Transportation Discrepancy Reports (TDRs) and the Discrepancy Identification System (DIS). 
Additional HAZMAT-related discussion points include:
        - Defining Revised Hazardous Materials Regulations (HMR) Requirements Pertaining to Shipping Papers
        - Describe Required Entries on Shipping Papers
        - Identify Emergency Response Information that Must Accompany Shipping Papers
        - DOD Packaging Selection, Marking, Labeling, and Placarding
        - Use of the Hazardous Materials Table in 49CFR
        - Understand the United Nations (UN) Packaging Standards and Codes 
        - Determine Hazard Communication Marking and Labeling


12.  Strategic Business Initiatives
Moderator:  Mr. Clay Carter, SDDC G3)(vice Joe Repp

DESCRIPTION:
This session will provide updates on changes and enhancements supporting our global Strategic Business mission. Discussions will include an overview on how to move cargo via commercial liner service and include the latest information on:
- USC06 solicitation status/timeline
- Ocean carrier performance
- DTTS II system enhancements
- Trailer Tracking and the Way Ahead
- In-Transit Visibility (ITV)
You will hear about how we measure transporter segment performance using the Integrated Distribution Lane (IDL) performance management review to give a Distribution Process Owner perspective. Performance measures discussed will include worldwide Intransit Visibility (ITV) and Required Delivery Date (RDD) metrics. This session will also provide an overview of DTTS & ITV Tracking of DOD Conventional Arms, Ammunition and Explosives Cargo to include introduction of trailer tracking concept and way ahead. Discussions will include rail ITV which provides you real-time inventory, shipment, and equipment visibility on a 24 x 7 on line website.


13.  Container Management
Moderators:  Col. Ken Shannon, SDDC G3, & Ms. Sandy Gorba, Army Intermodal and Distribution Platform Management Office

DESCRIPTION: 
This session will provide updates from Surface Deployment and Distribution Command Global Container Management on the Integrated Booking System-Container Management Module (IBS-CMM) Training packages, IBS-CMM Training Strategy, and the way ahead for SDDC container management. Included will be an integrated AIDPMO (Army Intermodal and Distribution Platform Management Office) and SDDC GCM (Global Container Management) Brief on the new partnership.  AIDPMO will provide updates and information on the Container Management Training Workshop in June 2008.


14.  SDDC SafetyNet System
Moderator:  Mr. Joe Dugan, SDDC Safety Office

DESCRIPTION: 
The SafetyNet system is a tool that supports the SDDC Safety Office's role in support of the liaison effort between the Department of Defense (DOD) and the Department of Transportation (DOD) in matters relating to the transportation of DOD hazardous materials as prescribed in the Defense Transportation Regulation (DTR).  DOD authorized users requiring transportation deviations may access the SafetyNet system to acquire the necessary authorities to achieve transportation mission requirements.  Currently, the SafetyNet user community is comprised of members of the Services, (Army, Air Force and Navy) the Defense Logistics Agency (DLA), Defense Contract Administration, (DCMA) General Services Administration, (GSA and approved DOD Contractors.  In progress enhancement functions are under development that upon completion will provide multiple computer system interfaces between the Joint Hazard Classification System (JHCS), through the Department of Defense Explosive Safety Board (DDESB) Knowledge Center, linking with the SafetyNet system, which then interfaces with the DOT system.  The goal of this enterprise is provide a clear seamless electronic interchange of data that will provide rapid and accurate hazard classification which is then produced as DOT EX letters required for shipping DOD explosive hazardous cargo in an expedited manner.   This comprehensive and informative session will offer a panel discussion with Service Focal Points (Air Force, Army, Navy & a rep from DLA) to allow attendees an opportunity to meet with their respective contacts and a live demonstration of the system and its uses will be featured.
