Functional Breakout Sessions

An important part of the Symposium agenda are the Functional Breakout sessions. These intense, subject specific sessions are offered on four occasions throughout the Symposium and offer attendees a more intimate and hands-on experience of the topic.  These sessions provide attendees the opportunity to meet with presenters personally and to get their questions answered and comments heard.


1. Container Management

Description:  
This session will provide updates from Surface Deployment and Distribution Command Global Container Management on the Integrated Booking System-Container Management Module (IBS-CMM) Training packages, IBS-CMM Training Strategy, Integrated Service Distribution Data Cleansing Tool (iSDDC), and the way ahead for SDDC container management. Included will be an integrated AIDPMO (Army Intermodal and Distribution Platform Management Office) and SDDC GCM (Global Container Management) Brief on the new partnership.  AIDPMO will provide updates and information on the Container Management Training Workshop in June 2010.


2. Global Air/Water Transportation Execution System (GATES/WPS)

Description:  
Phase I of the Worldwide Port System (WPS) convergence into the Air Force Global Air Transportation Execution System (GATES) has been completed.  This session will provide an overview of GATES and a discussion of Phase II of the convergence. Phase II replaces the terminal systems to include those SDDC ports with wireless capability. The presentation will identify Phase II fielding to date (commences Feb 2010), the schedule for future fielding and the associated training plans supporting fielding.


3. Overview of the Defense Personal Property System (DPS)

Description: 
As a centralized, integrated system, the Defense Personal Property System (DPS) supports the Defense Personal Property Program (DP3) as the one-stop source for managing personal property moves. If you want to learn the most up-to-date information available on the innovative automated program being developed in support of the movement of personal property for the Warfighter and his family, you need to attend this session. Presentations will include an overview of the current DPS program capabilities, as well as an overview of things to come in the near future.  Live, hands-on system training and demonstrations will be provided at the DPS exhibit booth as well.


4. SDDC Customer Satisfaction Performance Metrics

Description: 
Annually SDDC assesses its mission through the eyes of its customers to support strategic planning. This session will provide an overview of the 2009 SDDC Customer Satisfaction Survey results where participants will hear discussions from an SDDC Functional Expert Panel on implementation, processes and procedures put in place to correct issues resulting from the 2009 Survey. Participants will be given the opportunity to provide comments/ feedback/ ideas that can be incorporated into the 2010 Survey.


5. Personal Property Program Rates and Invoicing Updates

Description:  
This session will focus on the latest rates updates and frequently asked invoicing questions within the Defense Personal Property Program (DP3). Presenters will provide up-to-date information on the DP3 costing process and compare differences in the Domestic/International invoicing process (Rate Solicitations vs the Domestic 400NG/International Tender). In addition, presenters will review various business areas within DP3 and provide the audience responses to the most frequently asked questions.


6. Overview of the Integrated Surface Deployment Data Cleansing Tool (ISDDC)

Description:
This session will provide an overview of the ITV capabilities available in ISDDC.  ISDDC features a user friendly, flexible tool set that provides near real-time data visibility to integrated ocean cargo, freight, personal property, satellite-based commercial vessel visibility, financial data and operational-level data for container management. ISDDC's robust reporting includes highly customizable reports, search options and filters, all accessible via SDDC's Electronic Transportation Acquisition (ETA) single sign-on. This will include a live demonstration.


7. Young Leaders Mentoring and Educational Session
Moderator: Ms. Lori Leffler, NDTA A-35 Program Leader

Description: 
Senior Military, Government, and Industry Transportation leaders will provide insight and advice for young professionals. Information will include: Senior Leader personal and professional experiences which assisted them in their career advancement as well as how best to approach, network, and interact with senior staff (what to do and not to do).  Universities will also share information on how to further transportation education and careers.  Young military, government, and industry professionals are encouraged to attend this session in order to receive valuable information that will assist in professional development and career advancement.


8. SDDC Docketing System and the Carrier Appointment System (CAS) - Support to the Warfighter: Assisting Customers and Industry Alike

Description:
This session will focus on the latest initiatives from SDDC that will assist customers and industry partners to ensure transparency in operations.  The session will encompass discussion on the SDDC Docketing System, a tremendous step in providing transparency to SDDC's partners, and its value to stakeholders as a tool that offers an opportunity to comment on proposed changes to Department of Defense rules, policy, procedures and initiatives. The Carrier Appointment System (CAS) is another SDDC initiative that allows the commercial motor industry to access a web-based system to schedule appointments at participating Joint Munitions Command (JMC) depots.  This effort began at SDDC’s Military Ocean Terminal—Sunny Point, and has been eagerly accepted by the carrier industry.  The system allows carriers to access a consolidated appointment calendar to choose the best time(s) for delivering DoD munitions.  Long term goals for this system are to expand its capability to all DoD installations.


9. Continuous Process Improvement Techniques for Personal Property Operations

Description:  
This breakout session will provide an overview and discussion of the Navy's ongoing use of Continuous Process Improvement techniques to enhance its Personal Property operations.  Presenters will provide an overview of Navy's strategy and the Household Goods Value Stream, a high level look at a project, Lessons Learned to date from the implementation and the future of CPI in Navy Personal Property.  The session will end with a short question and answer period.


10. ETA/SDDC Help Desk
Moderator:  
Mr. Craig Loddeke and Ms. Judy Fowler, SDDC G6

Description:  
This session will briefly describe the Electronic Transportation Acquisition (ETA) system, SDDC’s Single Sign-On (SSO) portal to SDDC transportation systems through the use of the Worldwide Web, to include its capabilities and features, how to register for an account, how to access multiple Transportation Systems with 1 user account, how to use your CAC to log in, how to reset your password, and what information can be found on the ETA home page. The session will wrap up with an overview of the SDDC Systems Response Center (SRC), a tier 1 inbound and outbound call center servicing multiple SDDC and USTRANSCOM transportation systems, including how it works and how it can help you.  You will see a demonstration of the Customer Self Service capability that allows Transportation System users the ability to enter help desk tickets, monitor the status of their ticket, and query Frequently Asked Questions.


11. Government Ethics – Changes to Fraud and Ethics Laws for TSPs and Government Personnel

Description:  
This informative session is provided to heighten awareness of the dramatic and unprecedented changes made to procurement fraud and ethics rules that could have a significant impact on both Transportation Service Providers (TSPs) and Government Personnel. In this session attendees will be introduced to new Mandatory Disclosure Requirements for TSPs that if violated could result in suspension and debarment, Fines and Penalties, contract termination, or even criminal prosecution. Last year the Department of Justice recovered 2½ billion dollars in false claims actions, the 2009 Fraud Enforcement and Recovery Act (FERA) will likely increase this number significantly. FERA will be a topic of discussion as well as changes to post Government Employment restrictions, the Anti-Trust Act, and the ethics rules governing contractor and Government personnel interactions. Fulfills annual DOD training requirement.


12. Bridge to DP3

Description:  
This session will focus on the Defense Personal Property Program (DP3) and the current systems in place that manage the movement of personal property, Transportation Operational Personal Property Standard System (TOPS) and Defense Personal Property System (DPS). Presentations include a discussion on the separate business rules for each system including Transportation Service Provider Qualifications, Quality Assurance, Shipment Management, Full Replacement Value, Best Value Score, and Customer Satisfaction Surveys.


13. Government Cargo Recovery Effort Program (GOCARE) & Transportation Discrepancy Reporting (TDR)

Description:
The session will discuss loss and damage claim prevention and astray cargo which are defined as shipments or portions of shipments found in a Transportation Service provider’s possession or delivered to a government activity for which billing, e.g., Waybill, Bill of Lading, is not available or which is being held for any reason except transfer. Additional discussion will outline the responsibilities of how SDDC administers the Government Cargo Recovery Effort (GOCARE) program and maintains the GOCARE Committee Handbook and Directory to provide carriers with POCs to resolve issues, evaluate effectiveness and analyze reports for trends and weaknesses.


14. Single Load Planning Capability (SLPC)

Description:
Single Load Planning Capability (SLPC) is realized through ICODES GS, a joint SOA-based decision-support system developed to assist users with the planning, execution and conveyance estimation of cargo stowage requirements for ships, railcars, aircraft, yards and trucks.  ICODES GS provides integrated web services using an expert agent system coupled with a graphical user interface. This session will provide a demonstration of SLPC and a scenario using the Collaborative Information Workspace that will show how users from one port can get real-time, online assistance from users in another port and how users in a receiving port can view the cargo as-loaded.
