COLONEL (P) BRIAN R. LAYER

Colonel (P) Brian R. Layer assumed duties as the Deputy Commanding General, Military Surface Deployment and Distribution Command, Fort Eustis, Virginia, on 6 August 2007.  The command provides global surface deployment and distribution services  in support of the nation’s objectives. 

Colonel (P) Layer was commissioned in the Transportation Corps in 1982.  He holds a Bachelor of Science degree from the United States Military Academy.  Additionally, he holds three master’s degrees, including an MBA in Logistics Management from Michigan State University.  He has attended the Command and General Staff College, the School for Advanced Military Studies, and the Industrial College of the Armed Forces.

In 2003, he assumed command of the 3rd Infantry Division’s Support Command at Camp Dogwood, Iraq.  Upon redeployment, he transformed the Division’s Support Command into the Army’s first modular sustainment brigade, the 3rd Division Support Brigade, and redeployed to Iraq in support of MND Baghdad.  His other command assignments include 801st Main Support Battalion, 101st Airborne (Air Assault) at Fort Campbell, and Service Company, 5th Special Forces Group at Fort Bragg, North Carolina.

His key Joint and Army staff positions include Executive Officer to the Army G-4, Headquarters   Department  of  the   Army;  G-3   Plans   Officer,  XVIII   Airborne   Corps (JTF 180, Operation Restore/Uphold Democracy); Transportation Officer, XVIII Airborne Corps; and Joint Staff Officer, USEUCOM, J-4.  

His awards, decorations, and badges include the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Army Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal, Presidential Unit Citation, Joint Meritorious Unit Award,  National Defense Service Medal, Global War on Terrorism Service and Expeditionary Medals, Korean Defense Service Medal, Army Service Ribbon, the Overseas Service Ribbon, Combat Action Badge, Air Assault Badge, Senior Parachutist Badge, and the Special Forces Tab.

Ray F. FitzgeraldMR. RAY F. FITZGERALD

Raymond Fitzgerald is President and Chief Operating Officer of American Roll-On Roll-Off Carriers (ARC), a U.S. flag liner shipping company which operates eight U.S. Flag Ro-Ro ships between the United States, the Middle East and Europe. 

Mr. Fitzgerald is also President and Chief Operating Officer of American Auto Logistics (AAL), a logistics management firm which manages the global transportation of all military service members’ vehicles. 

He has been in his current role since September 2007 at which time he relocated to New Jersey from Oslo, Norway where he was Executive Vice President and Chief Operating Officer for Wallenius Wilhelmsen Lines A.S.  In that role Mr. Fitzgerald was responsible for global P&L activity in the Ocean Transportation, Marine Terminals and Supply Chain Management business units. 

Prior to moving to Norway in early 2004, Mr. Fitzgerald served as Deputy Head of Wallenius Wilhelmsen Lines Americas, responsible for all Commercial activity including Sales & Marketing, Customer Service, Pricing, Trade Management, Freight Collections, Public Relations & Communications, and support services for the Company’s Logistics activity. 

Mr. Fitzgerald joined Wallenius Wilhelmsen Lines (WWL) in May 2000, ten months after Wallenius Lines and Wilhelmsen Lines combined assets to form the new company. 

Through the late 1980’s and 1990’s, Mr. Fitzgerald spent thirteen years with the Crowley Maritime Group of companies, where he held executive positions including Vice President & General Manager of their Caribbean and South American liner business units.   Prior to that Mr. Fitzgerald was Vice President of Corporate Sales for North America.  

Mr. Fitzgerald’s career in the maritime industry began in the early 1980’s working for Lavino Shipping in Philadelphia and later, Strachan Shipping in New York City. 

Mr. Fitzgerald is a graduate of Saint Francis University and holds degrees in Economics and Business Management with a Finance concentration.  Mr. Fitzgerald attended Fairleigh Dickinson University for graduate studies, and has completed executive education programs at the University of Chicago.

He resides in New Jersey with his wife Jeannie and their three children.

Eric L. MensingMR. ERIC L. MENSING

Eric Mensing, President and CEO of APL Maritime Ltd and Vice President of Government Affairs/Trade for APL Ltd., is the company’s senior executive in Washington, D.C.  A 26-year veteran of the ocean transportation industry, he manages APL’s relationship with the U.S.  Government and their U.S. Flag fleet of 13 vessels.

Mr. Mensing oversees the company’s legislative program on Capitol Hill and maintains contact with federal agencies that regulate international shipping and freight management.  A member of APL’s Liner Executive Committee, he also manages the company’s trade with the U.S. Government, primarily the Department of Defense.

After graduating from the U.S. Merchant Marine Academy, Mr. Mensing joined APL in 1981 as a ship’s officer / Management Trainee.  He held various sales positions for the company on the West Coast before becoming General Manager of APL operations in the Middle East and, later, Canada.

Mr. Mensing was the Vice President for the Trans-Atlantic trade before taking over his current position in 2002.

Raised in Glendora, CA, Mr. Mensing lives in McLean, VA, with his wife and three older children.

Patty KellyPATTY KELLY

Patty Kelly was born at Fort Bragg, NC.  She graduated from Terry Sanford High School, Fayetteville, NC, and from the University of North Carolina at Chapel Hill.  She received a Master of Business Administration degree from the College of William and Mary and a Master of Science degree from the National War College.  She also graduated from the Army Logistics Executive Development Course. 

Ms Kelly has worked in numerous key assignments during more than 22 years of service.  Before arriving at the Army Staff in October 2005, she served as Chief of the Resources and Integration Division at Headquarters Air Mobility Command.  From 2001 to 2004 she was deputy division chief for deployment and distribution at Headquarters Air Force.  She served at USTRANSCOM from 1993 until 2001 in several positions, including team chief for J5 mobility infrastructure and as transportation systems specialist in both the J4 and J6.  From 1989 until 1993, Ms Kelly was Chief of Civilian Proponency in the Army’s Office of the Chief of Transportation.  She began her logistics career as an Army transportation intern in 1983 in the Military Traffic Management Command Transportation Engineering Agency.

Ms Kelly’s awards include the Air Force Decoration for Exceptional Civilian Service, the Joint Civilian Service Commendation Award, Air Force Meritorious Civilian Service Award, Army Meritorious Civilian Service Award, Army Superior Civilian Service Award (2), and the Army Transportation Corps Honorary Order of Saint Christopher.
